Rory Reid releases ethics reform plan

Rory Reid has released his plan for ethics reform - "A Foundation of Trust" - offering common-sense changes to the way state government does business and initiatives to make government more transparent and accountable to the people of Nevada.
The current administration has led Nevada down a shameful path. We must rebuild trust in state government that allows Nevada to prosper, with new business, new jobs and the kind of economic diversity needed in the 21st Century.
We need to attract dynamic new businesses to our state - but they won't come if they can't trust the state government to function ethically, properly and effectively. We need to improve our education system and build the infrastructure necessary to meet the needs of the global economy - but we can't do so if we don't have a government that can plan intelligently, with the best interests of everyday Nevadans at heart.
Among the proposals in Rory Reid's plan:
- Ending lobbying by legislators. Legislators, who have a huge influence on agency budgets, can now legally lobby the same agencies on behalf of private business.
- Penalize ethics law violators. Currently "non-willful" ethics violators face no penalty. Rory's plan will institute mandatory ethics training for all state officials, employees and lobbyists and institute a standard of strict liability for violations. There will be no excuse for ignorance of state ethics rules.
- Tighten anti-revolving door provisions by fighting for a two-year "cooling off" period before former legislators or state employees can represent private industry in front of the Legislature. This would guarantees former state employees and legislators would sit out at least one session in Carson City. Six states currently have a two-year wait period.
- Increase transparency at every level, starting with the executive branch. As governor, Rory will release his official schedule to the public and hold regular press conferences. He will hold periodic town hall meetings broadcast statewide and require department heads to do the same. The people of Nevada deserve to know what state government is doing. These are simple steps toward open government and restoring trust.
